He was born on March 7, 1959, in the Saatlı district of the Republic of Azerbaijan.
From 1965 to 1976, he studied at secondary school and, in various years, participated in and won awards at the Republican Mathematics Olympiads.
In 1981, he graduated from the Faculty of Applied Mathematics of Azerbaijan State University (now Baku State University).
From 1983 to 1987, he pursued postgraduate studies at the Institute of Cybernetics of the Azerbaijan Academy of Sciences.
In 1989, he defended his candidate (PhD) dissertation entitled “Modeling the Activities of Agricultural Enterprises” and was awarded the academic degree of Candidate of Economic Sciences.
In 2007, he defended his doctoral dissertation entitled “Problems of Modeling the Socio-Economic Development of Azerbaijan” and received the degree of Doctor of Economic Sciences.
Since 1981, he has worked at the Institute of Cybernetics of the Azerbaijan Academy of Sciences as an engineer, junior researcher, researcher, senior researcher, leading researcher, and head of sector.
From 1994 to 2005, he served as an associate professor and head of department at the Higher Diplomacy College (now Eurasia University).
In 1998-1999, he worked as a part-time (0.5 FTE) associate professor at the Institute of Political Science and Public Administration under the President of the Republic of Azerbaijan (now the Academy of Public Administration).
Since 1994, he has held the positions of associate professor and professor at the Department of Optimization and Management of Baku State University.
Since 2016, he has been serving as Director of the Institute of Economic Research.
He was a local expert for the World Bank in 2000 and for the Asian Development Bank in 2001.
From 2002 to 2005, he worked as a scientific advisor at the National Bank of Azerbaijan.
From 2002 to 2005, he served as a scientific advisor to the Monetary Policy Department of the Central Bank of the Republic of Azerbaijan.
He is currently a professor at the Department of Economics and Management of UNEC.
By the Decree of the President of the Republic of Azerbaijan dated September 24, 2020, on the occasion of the 90th anniversary of the Azerbaijan State University of Economics and in recognition of his contributions to the development of education in Azerbaijan, he was awarded the honorary title of “Honored Scientist”.
Research areas: socio-economic modeling, macroeconomic policy, macroeconomic forecasting, forecasting of oil and gas prices.
